California okays driving licenses for some illegal immigrants

SACRAMENTO (Reuters) - California lawmakers approved a bill on Thursday to allow some young illegal immigrants who came to the United States as children to obtain driving licenses, in a move that could appeal to Hispanic voters in the heavily Democratic state.

The bill, which passed the state Assembly by a 55-15 vote before being sent to the desk of Democratic Governor Jerry Brown, was introduced following the announcement of a federal program to relax deportation rules and grant some young immigrants temporary legal status in the United States.

"It is a victory for those who were brought here through no fault of their own, played by the rules, and are only asking to be included in and contribute to American society," the bill's sponsor, Assembly member Gilbert Cedillo, said in a statement

He added that he was confident Brown would sign it into law.

The bill's passage marks the latest chapter in a long-running national battle over how to handle illegal immigrants that has seen California's legislature emerge as a major proponent of integration into mainstream society of undocumented migrants who came as children.

California's stance on the matter has been in stark contrast with other states such as Arizona that have passed laws that sought to clamp down on such immigrants. California has the largest population of undocumented immigrants in the United States, with nearly 2.6 million at the start of 2010.

The "deferred action for childhood arrivals" permits shield them from deportation for at least two years so long as they were younger than 16 when they came to the United States, have lived in the country since June 15, 2007, and have not been convicted of a felony. They must be at least 15 years of age and no older than 30 when they apply.

As many as 1.7 million people could qualify for the program, which enables them to apply for work permits, Social Security cards and driver's licenses, according to the Pew Hispanic Center. But some states, such as Arizona and Nebraska, have said they would not grant benefits including driver's licenses to "deferred action" migrants.

California's driver's license bill had already passed the state Senate in a 25-7 vote on Wednesday.

President Barack Obama, whose administration has aggressively deported illegal immigrants with criminal backgrounds, said in June that he was moving to help this group of youth - many of them Hispanic - who have become increasingly vocal in calling for immigration relief.

Republicans have criticized the policy nod to young undocumented immigrants as a political ploy in an election year to help win the Latino vote.

Three U.S. states currently allow undocumented immigrants to obtain a driver's license: New Mexico, Utah, and Washington.

The bill follows a series of pro-immigrant measures passed by California in the current legislative session. California lawmakers have also passed an immigration bill that activists have dubbed the "Anti-Arizona" that would shield some illegal immigrants from status checks by local police.

Earlier this week, the governor also signed into law a bill encouraging state schools to teach the history of a post-World War Two guest worker program that brought close to 5 million Mexican agricultural laborers into the country over two decades.

Japan's July Household Spending Beats Forecasts

Japan's consumer spending was stronger than expected in July, and the unemployment rate held steady, but consumer prices deflated further, according to data released Friday. Spending by households of two of more people rose a price-adjusted 1.7% from a year earlier, the Statistics Bureau said, with the result beating expectations for a 1.0% rise, according to a Dow Jones Newswires poll of economists. The July unemployment rate printed at 4.3%, unchanged from June, while the core consumer price index -- which strips out volatile fresh-food prices -- fell 0.3%, with both results matching forecasts. The Japanese yen rose after the data release, with the dollar buying ?78.52, down from ?78.65 earlier.

Stocks edge up after US growth revised higher

(AP) ? Slightly better economic growth and stronger housing sales nudged the stock market higher Wednesday. The Dow Jones industrial average managed a four-point gain.

The U.S. economy expanded at a 1.7 percent annual rate from April through June thanks to rising consumer spending and exports. That's an improvement from the initial estimate of 1.5 percent, but not enough to put a dent in the unemployment rate.

The National Association of Realtors said its index of sales for previously owned homes increased 2.4 percent in July, reaching its highest level since April 2010, the last month buyers could qualify for a federal tax credit.

"It's a mixed message overall," said JJ Kinahan, chief derivatives strategist at TD Ameritrade. "We all know we need 2 percent (economic) growth. And you can't continue to improve on housing if the unemployment picture doesn't improve. At some point, the numbers have to match."

The Dow added 4.49 points to close at 13,107.48.

The Standard & Poor's 500 index added 1.19 points to 1,410.49, while the Nasdaq composite index gained 4.05 points to 3,081.19.

Crude oil lost 84 cents to finish at $95.49. Hurricane Isaac made landfall Tuesday night, but its heavy winds and rain aren't expected to cause extensive damage to oil production and refinery operations in the Gulf of Mexico.

Markets have slipped into a late-summer lull. Indexes have barely budged amid some of thinnest trading days this year. After three days of minuscule moves, the S&P 500 index is down less than one point for the week.

Just over 10 billion shares have been traded on the New York Stock Exchange over the past four sessions, the slowest stretch since the last four days of 2011. One measure of stock-market volatility, the Vix, recently sank to a five-year low.

Kinahan said the market's apparent lack of direction makes sense, especially ahead of the Labor Day weekend and a highly anticipated speech by Federal Reserve Chairman Ben Bernanke on Friday.

"There's no incentive to take a big trading position," he said. "Many people I know plan on taking a three-day weekend or are just coming in for the speech to see if (Bernanke) says anything interesting or market-moving. If not, they're outta there."

Among companies making news:

? WellPoint, the second-largest health insurance company in the United States, jumped $4.41, or 8 percent, to $61.80 after its CEO resigned. Investors had been frustrated with Angela Braly because of disappointing results.

? H.J. Heinz posted a 14 percent jump in quarterly net income, driven by higher prices and emerging-market sales, but revenue fell and missed Wall Street expectations. Heinz stock dropped $1.29, or 2 percent, to $56.12.

? The clothing store chain Jos. A. Bank posted stronger sales and revenue than Wall Street expected, and its stock soared $5.81, or 14 percent, to $47.44.

? Sealed Air Corp., a food packaging company, jumped 12 percent, the S&P 500's biggest gain. A former Dow Chemical executive will take over when its current CEO retires. The company's stock gained $1.58 to $14.58.

TAMPA, Fla. (AP) ? Former Massachusetts Gov. Mitt Romney swept to the Republican presidential nomination Tuesday night, praised lovingly by his wife from their national convention stage as the "man America needs" and cheered by delegates eager to propel him into the fall campaign against President Barack Obama.

The hall erupted in cheers when Romney strolled on stage and shared a hug and kiss with his wife of more than 40 years.

"This man will not fail. This man will not let us down," Mrs. Romney said in a prime-time speech that sounded at times like a heart-to-heart talk among women and at times like a testimonial to her husband's little-known softer side.

"It's the moms who always have to work harder, to make everything right," she said. And she vouched firmly for her husband, who lags behind Obama in surveys among women voters: "You can trust Mitt. He loves America."

Earlier, the Romneys watched on television at a hotel suite across the street from the convention hall as delegates sealed his hard-won victories in the primaries and caucuses of last winter. They ended the evening together in a VIP box just above the convention floor.

To send Romney and ticketmate Paul Ryan into the fall campaign, the convention quickly approved a conservative platform that calls for tax cuts ? not government spending ? to stimulate the economy at a time of sluggish growth and 8.3 percent unemployment.

Republican mockery of Obama began almost instantly from the podium at a convention postponed once and dogged still by Hurricane Isaac. The Democratic president has "never run a company. He hasn't even run a garage sale or seen the inside of a lemonade stand," declared Reince Priebus, chairman of the Republican Party.

More than eight hours in length, the session inside the Republicans' red-white-and-blue-themed convention hall passed up no opportunity to broaden Romney's appeal. Speakers included Hispanic candidates for office; former Rep. Artur Davis, a one-time Democrat and member of the Congressional Black Caucus; businessmen and women and former Sen. Rick Santorum of Pennsylvania, Romney's most persistent, conservative nemesis in the nominating campaign.

"Leadership matters," declared New Jersey Gov. Chris Christie, keynote speaker and not coincidentally a Republican from a majority-Democratic state. "It's time to end this era of absentee leadership in the Oval Office and send real leaders to the White House."

Mrs. Romney's appearance was the highlight of the night, and it turned the proceedings into something of a his-and-hers convention.

"I read somewhere that Mitt and I have a "storybook marriage. Well, in the storybooks I read, there were never long, long, rainy winter afternoons in a house with five boys screaming at once," she said.

"A storybook marriage? No, not at all. What Mitt Romney and I have is a real marriage," she added in an appearance meant to cast her multimillionaire-businessman-turned politician in a softer, more likable light.

While there was no doubt about Romney's command over the convention, the residue of a heated campaign for the nomination was evident inside the hall.

Texas Rep. Ron Paul, who never won a primary or caucus, drew several dozen delegate votes. Earlier, his supporters chanted and booed after the convention adopted rules they opposed, but were powerless to block, to prevent those votes from being officially registered.

Opinion polls made the race a close one as the Republicans' days of pageantry and speechmaking began in earnest, and the man tapped to deliver the keynote address set the stakes.

"Conventions are always huge for a challenger, because they're the ones introducing themselves" to the voters, said New Jersey Gov. Chris Christie.

Convention planners squeezed two days of speeches and other convention business into one after scrapping Monday's scheduled opener because of fears that Isaac would make a direct hit on the Florida Gulf Coast.

That threat fizzled, but it was instantly replaced by another ? that Republicans would wind up holding a political celebration at the same time the storm turned its fury on New Orleans, devastated almost exactly seven years ago by Hurricane Katrina.

Romney's convention planners said they were in frequent contact with weather forecasters, but they declined to discuss what contingency plans, if any, they had to accelerate plans for him to deliver a formal acceptance speech Thursday night.

"This is obviously the biggest speech of my life," Mrs. Romney said as she visited the custom-made podium to prepare for her remarks.

Ratification of a party platform was prelude to Romney's nomination, a document more conservative on abortion than the candidate.

On economic matters, it backs extension of the tax cuts enacted in 2001 and 2003 and due to expire at year's end, without exception. It also calls for an additional 20 percent reduction in income tax brackets that Romney favors.

In a time of 8.3 percent unemployment and the slowest economic recovery in the post-World War II era, that went to the crux of the campaign for the White House.

By contrast, Obama wants to allow existing tax cuts to expire on upper income taxpayers, and has criticized Romney's overall economic plans as a boon to millionaires that would raise taxes on the middle class.

The GOP platform also pledges that a Republican-controlled Congress will repeal, and Romney will sign, legislation to repeal the health care legislation Obama won from a Democratic-controlled Congress. So, too, for the measure passed to regulate Wall Street in the wake of the 2008 economic collapse.

On abortion, the platform says, "The unborn child has a fundamental individual right to life which cannot be infringed."

Romney opposes abortions, except in cases of rape, incest, or when "the health and life of the mother" are at stake, he said in a convention week interview.

Obama, who accepts renomination at the Democratic National Convention in Charlotte, N.C., next week, campaigned in Iowa Tuesday as he set out on a tour of college campuses in battleground states in hopes of boosting voter registration among college students.

Before departing the White House, he made a point of appearing before reporters to announce the government's latest steps to help those in the way of Isaac. He signed a declaration of emergency for Mississippi and ordered federal aid to supplement state and local storm response efforts in the state.

His surrogates did their best to counter Romney and the Republicans.

Los Angeles Mayor Antonio Villaraigosa, dismissing GOP attempts to woo Hispanic voters, said, "You can't just trot out a brown face or a Spanish surname and expect people are going to vote for your party or your candidate." He added, "This is a party with a platform that calls for the self-deportation of 11 million people."

Hispanics strongly favor Obama, according to public polls, and Romney and his party have been seeking to win a bigger share of their votes by emphasizing proposals to fix the economy rather than ease their positions on immigration.

Female voters, too, prefer the president over his challenger, and Democrats have done their best to emphasize GOP opposition to abortion and even suggest the party might try and curtail access to contraceptives if it wins power.

Whatever the impact of those issues, the polls show the economy is overwhelmingly the dominant issue in the race, and on that, the voters narrowly say they trust Romney more.

In an AP-GfK poll taken Aug. 16-20, some 48 percent of registered voters said they trust Romney more on economic issues, to 44 percent for Obama.

However, a Washington Post-ABC News in the days immediately before the convention found that 61 percent of registered voters said Obama was more likable, and 27 percent said Romney.

The convention took place in an atmosphere of security that was both stringent and selective. Thousands of police from all over the country, joined by National Guard troops, Secret Service and others, stood in small groups at checkpoints, demanding those entering a secure area display proper credentials numerous times.

But former Michigan Gov. John Engler and an aide were hustled to the front of a long line waiting to clear security at one building.

Aside from Paul, Romney's long-ago rivals for the party nomination had bit roles at his convention, if that.

Michele Bachmann and Herman Cain posed for a photo after running into each other at the convention center. Newt Gingrich and Rick Santorum were also in town, as well, both with speaking slots, unlike Bachmann and Cain.

(SACRAMENTO, Calif.) Hispanic children often have undiagnosed developmental delays and large numbers of both Hispanic and non-Hispanic children who first were thought to have developmental delay actually had autism, researchers affiliated with the UC Davis MIND Institute have found.

The study, one of the largest to date to compare development in Hispanic and non-Hispanic children, is published in the journal Autism. The results lead the study authors to recommend increased public health efforts to improve awareness, especially among Hispanics, about the indicators of developmental delay and autism.

"Our study raises concerns about access to accurate, culturally relevant information regarding developmental milestones and the importance of early detection and treatment," said Virginia Chaidez, the lead author and a postdoctoral researcher in the UC Davis Department of Public Health Sciences when the study was conducted. "Autism and developmental delay tend to go undiagnosed when parents are not aware of the signs to look for, and the conditions are often misdiagnosed when parents don't have access to adequate developmental surveillance and screening."

Developmental delay is diagnosed in children who lag behind others in reaching important mental or physical milestones, while autism is characterized by deficits in social interactions and communication behaviors. The symptoms of both disorders can be improved with targeted interventions, with the greatest improvements seen when interventions begin early in life.

In conducting the study, the researchers used data from the Childhood Autism Risk from Genetics and the Environment (CHARGE) Study, a population-based study of factors that increase risk for autism or developmental delay. The current study included 1,061 children living in California who were between 24 and 60 months of age. They were divided into three groups: children with autism, children with developmental delay but not autism, and children with typical development. All diagnoses were confirmed or changed based on evaluations by MIND Institute clinicians.

The evaluations of Hispanic children were conducted by bicultural and bilingual clinicians in Spanish or English, depending on the primary language used at home. The results for children with at least one Hispanic parent of any race were compared to the results for children of non-Hispanic white parents.

"Our goal was to use the CHARGE Study to help fill the gaps in research on autism for Hispanics so we can better understand what autism is like for this growing U.S. population," said Irva Hertz-Picciotto, professor of public health sciences, researcher with the UC Davis MIND Institute and principal investigator of CHARGE. "No other study of autism has included such a large proportion of Hispanic children."

When the outcomes for Hispanic children were compared to non-Hispanic children, the results revealed more similarities than differences in terms of autism profiles, including diagnostic scores, language function, whether or not children lost acquired skills and overall intellectual, social and physical functioning.

A striking outcome, however, was that 6.3 percent of Hispanic children enrolled in the study who were selected randomly out of the general population met criteria for developmental delay, compared with only 2.4 percent of non-Hispanic participants, which is the expected percentage. This raised concerns among the researchers that many Hispanic children with developmental delays may not be getting the services they need.

For both Hispanic and non-Hispanic children, there was a high percentage (about 19 percent overall) of Hispanic and non-Hispanic children recruited for the study with developmental delay who actually met criteria for autism, raising concerns about adequate access to accurate developmental assessment.

When the analysis was restricted to bilingual children, a significant relationship also emerged between secondary language exposure (when a child was spoken to 25 to 50 percent of the time in a language other than English) and lower scores on standardized tests of receptive and expressive language. This resulted in lower overall cognitive scores for this group.

"Our results emphasize the importance of considering cultural and other family factors such as multiple language exposure that can affect development when interpreting clinical tests, even when they are conducted in the child's preferred language," said Robin Hansen, chief of developmental-behavioral pediatrics at UC Davis, director of clinical programs with the MIND Institute and a study co-author.

Hansen, the MIND Institute clinical team and the Center for Excellence in Developmental Disabilities at the MIND Institute have worked hard to provide accurate, current and evidence-based information about developmental disabilities to parents, educators, therapists and health-care specialists through an annual conference, website resources and community outreach.

"That so many children are slipping through the cracks is disheartening," Hansen said. "The differences between developmental disabilities can be subtle but important and involve distinct treatment pathways. We need to make sure that all children are getting routine developmental screening, early diagnosis and intervention so they can achieve their fullest potential."
