More than 100 arrested in new Sri Lanka "Grease Devil" clash (Reuters)

COLOMBO (Reuters) ? Sri Lankan authorities on Tuesday arrested more than 100 people that threw rocks at police and soldiers who stopped them from chasing men thought to be "grease devils," or nighttime prowlers who have sparked an island wide spate of deadly violence.

At least five people including a police officer have been killed over the past two weeks in bouts of vigilantism and clashes, prompting deployment of the army and opposition accusations that the government may use the panic to keep wartime emergency laws in place.

Roughly 40 "grease devil" incidents have been reported in nine districts of the country, mostly in areas inhabited by minority Muslim or Tamil people as the government and opposition trade blame over the crisis.

Traditionally, a "grease devil" was a thief who wore only underwear and smeared grease over his body to evade capture.

But it became known as a nocturnal assaulter after a series of ultimately unrelated murders of elderly women arose in a southern area populated by the majority Sinhalese people.

The latest clash, in the military-controlled northern city of Jaffna, followed a familiar pattern. People chased unidentified men thought to be "grease devils," and then threw rocks at security forces who stopped them from pursuit.

"When the police searched the area for grease devils, people reacted angrily. So police took 100 people for questioning," military spokesman Brigadier Nihal Hapuarachchi said. A total of 102 were later arrested.

Nevin Pathmadeva, senior superintendent of police in Jaffna, said 22 people including four police officers were injured.

Three area residents told Reuters the army shot into the air when they tried to chase the men, who ran into a nearby military camp. Police and soldiers later beat them with batons.

"I saw black-colored grease men with bare bodies and underwear running into the army camp when the military blocked us from chasing them," one of the three residents told Reuters.

All three spoke on condition of anonymity, for fear of angering the authorities. The government has warned of severe punishment for anyone spreading "grease devil" rumors.

"DO NOT JOKE WITH THE FORCES"

Jaffna has been under military control since 1995, when the army wrested it back from the Tamil Tiger separatists. Sri Lanka defeated the Tigers in May 2009, ending a 25-year civil war.

Defense Secretary Gotabaya Rajapaksa, President Mahinda Rajapaksa's younger brother and a decorated infantry officer who was the architect of the war victory, said the security forces had nothing to do with the "grease devil" mayhem.

"Surrounding military camps and attacking the forces are terrorist acts. Our forces are capable of facing any threat after facing a 30-year brutal terrorist war. So do not try to joke with the forces," he said at a meeting with leaders of mosques, which the government has said it will protect.

Sri Lanka has suffered from widespread impunity that has flourished amid three insurgencies since 1971, and public anger at ineffective policing has frequently turned violent.

"People in frustration have sought to take law in to their own hands," the Women's Action Network, a body of women's groups working with victims of sexual violence in northern and eastern Sri Lanka, said in a statement.

Voice over ip Phone Meeting ? Advantages of Voice over ip Conference

The most recent technological innovation to create mounds on the planet could possibly be the VOIP communications, that could be used in numerous ways. Just what behind your VOIP abbreviation are generally Voice over ip. VOIP means analog music signals, streamlines these people and works them towards digital variety, then posts these phones your destination.

To comprehend better exactly how fraxel treatments performs, you need to know two or three reasons for analogue communications initially, because this ended up being before VOIP. Roughage optics may be the approach analog message or calls are carried out, generating the information digital camera and supplying the signal 1000?s of miles away before it reaches the place it was designed for.

When in which analog signal reaches your destination, it s changed to analog once again.

While these kind of calls are set up, the switches is going to be available, even when little else happens as well as there?s only useless air, with no conversation happening even if an individual talks and then the other concentrates without indicating anything, the two circuits are generally open nevertheless. For this reason analogue communications aren t extremely powerful.

Package switching streamlines VOIP

Any technology behind VoIP internet conference performs in a different way , rather than switching circuits, your packets of knowledge are directed and been given only when they are needed, so they really don t make use of the options once they does not have to. The efficiency is dramatically enhanced by doing this, and also the directed packets can be manufactured pack inside source, within the same variety.

The place of every packet is numbered in it right right from the start. As soon as the destination computer will get all of the packets, them reassembles these questions form you may use. As this procedure uses minimal stuffed away route, and this is the least expensive, it s much more effective as compared to analog mail messages.

The many routes that can be used following the details are compressed, protects the small print are directed about the best routes, therefore, the audio is definitely distributed within an efficient along with cheap approach. With this particular technological innovation, the amount of telephone calls that you can do are typically greater than in case your normal analogue circuit was developed.

Within the circumstances of companies, they are able to spend less 100s as well as 1000?s of bucks each year when you are performing lengthy range telephone calls. VOIP and this is effective whenever companies undertake conference telephone calls regularly, coupled with document going over options that lots of services provide.

If you use VOIP, you are unable to purchase the setup, you do not order each and every instant you utilize and you also don t pay overages. This is why VOIP gains a great deal traction today.

You have to pay as soon as each month, as well as your payment amount you are able to converse around you would like. It s the answer into the future and lots of popular bands are using it presently.

You re also not necessarily restricted to shares done simply throughout sure occasions daily if you use VOIP. And also, since you are not restricted to a normal phone jack port, you should use VOIP everywhere, as long as you?ve some sort of broadband correlation available.

AP-GfK poll: Views on economy, Obama role sour

Chart shows results of opinion polls on Obama and the economy

(AP) ? Americans' views on the economy have dimmed this summer. But so far, the growing pessimism doesn't seem to be taking a toll on President Barack Obama's re-election prospects.

More people now believe the country is headed in the wrong direction, a new Associated Press-GfK poll shows, and confidence in Obama's handling of the economy has slipped from just a few months ago, notably among fellow Democrats.

The survey found that 86 percent of adults see the economy as "poor," up from 80 percent in June. About half ? 49 percent ? said it worsened just in the past month. Only 27 percent responded that way in the June survey.

That can't be good news for a president revving up his re-election campaign. Yet there are several hopeful signs for Obama.

Despite the perception of a weakening recovery, there has been no significant change in the number of people who say he deserves re-election: 47 percent as opposed to 48 percent two months ago. That's a statistical dead heat with those who favor a change in the White House.

And more Americans still blame former President George W. Bush rather than Obama for the economic distress. Some 31 percent put the bulk of the blame on Obama, while 51 percent point to his Republican predecessor.

"I think Bush had a hand in it, too. Obama's not totally responsible," said Mary Parish, 68, of Troy, Tenn. An independent who voted for Republican John McCain in 2008, she said she doesn't believe Obama has what it takes to heal the economy. "He's a smooth-talking man. But he does not know what he's doing."

Obama also fares better than Congress in the blame department. Some 44 percent put "a lot" or "most" of the blame on Republicans while 36 percent point to congressional Democrats.

The gloomy economic outlook reflected in the poll, which was taken Aug. 18-22, follows a round of bleak government economic reports ? on unemployment, the housing market and economic growth that fell below 1 percent for the first six months of the year. It was taken amid heightened worries of a new U.S. recession, fallout from a downgrade of the country's credit rating and a spreading European debt crisis.

As the public's outlook on the economy dips, so has approval for the president's economic stewardship.

More than 6 in 10 ? 63 percent ? disapprove of Obama's handling of the economy. Nearly half, or 48 percent, "strongly" disapproved. Approval of his economic performance now stands at just 36 percent, his worst approval rating on the issue in AP-GfK polling.

Among Democrats, 58 percent approve of the president's handling of the economy, down from 65 percent in June. Among Republicans, approval dipped to 9 percent from 15 percent.

Just 51 percent consider Obama a strong leader, down from 60 percent in June and 65 percent following the capture and death of Osama bin Laden in May. In June, 85 percent of Democrats in the poll called him a strong leader. Now, the number is down to 76 percent.

Of course, there are limits to what a president can do.

"I think he can nudge it along, but really, it boils down to the private sector," said Dan Elliott, 42, of Hillsboro, Ill., an independent who voted for Obama in 2008 and says he'll probably vote for him again.

Judith Lee, 63, a retired teacher from Great Diamond Island, Maine, said she's a Republican who voted for Obama in 2008 but has been disappointed by his leadership style.

"I don't think he is a very forceful leader," Lee said. "His style of leadership seems to be to look for consensus and ideas from other people, and it seems to have been ineffective. And Congress seems to be deadlocked on problems."

Some 75 percent in the poll said the country is heading in the wrong direction, up from 63 percent in June. Among Democrats, 61 percent chose "wrong direction" ? up from 46 percent in June.

And for the first time for Obama in the poll, a majority of all adults said they disapprove of his overall performance ? 52 percent, up from 47 percent in June. Among Democrats, approval fell 8 points, to 74 percent from 82 percent in June. Among Republicans, it fell to 11 percent from 22 percent.

Politically, the poll underscores the difficult time ahead for Obama as he seeks re-election in a shaky economy.

Unemployment increased to 9.2 percent in July, up from 9.1 percent in June. And most economists don't expect it to decline much below 8.5 percent by the November 2012 presidential election. No president has won re-election with a jobless rate that high since Franklin D. Roosevelt in 1936.

So why hasn't the rise in pessimism taken more of a toll?

Despite the general rise in gloom, it seems unlikely that liberal Democrats will flock away from Obama even if they have rising doubts about his agenda or economic leadership, analysts suggest. And independents, who helped elect Obama in 2008 and are now being actively wooed by both parties, did not exhibit significant changes in their approval levels.

It was at 44 percent, statistically no different from the 43 percent approval rating among independents in June.

"A lot is out of his hands," said Penny Johansen, 65, a retired legal secretary from Tempe, Ariz. "There is only so much one person can do, and one person cannot be blamed for the acts of others." Politically unaligned, she voted for Obama in 2008 and says she'll probably do so again.

On related economic issues, 59 percent said they disapproved of Obama's handling of tax issues, up from 53 percent in June. And 64 percent said they disapproved of his handling of the annual budget deficit, compared with 63 percent in June.

Sixty percent described the financial situation in their own households as "good," about even with the level in June. Asked if they expected their financial situation to change over the next 12 months, 31 percent said they expected it to get better, 12 percent expected it to get worse and a majority ? 56 percent ? said they expected it to "stay about the same."

As to creating jobs, some 44 percent said they would trust Democrats to do a better job, while 42 percent said Republicans would.

The AP-GfK poll was conducted Aug. 18-22 by GfK Roper Public Affairs and Corporate Communications. It involved landline and cellphone interviews with 1,000 adults nationwide and has a margin of sampling error of plus or minus 4.1 percentage points.

Brent rises toward $109 as fighting continues in Libya (Reuters)

SINGAPORE (Reuters) ? Brent crude rose toward $109 on Tuesday, while U.S. crude was up more than $1 as fighting in Libya continued and in anticipation of a fall in U.S. crude stockpiles.

Remnants of forces still loyal to Libyan leader Muammar Gaddafi fought rebels in Tripoli on Tuesday, extending a conflict that looked close to conclusion on Monday after rebels swept into Tripoli in tandem with an uprising within the city.

Continued fighting surprised some in the market, after Brent fell on Monday on hopes for a quick resolution and a speedy restart in exports from the OPEC member.

Brent crude rose 55 cents to $108.91 a barrel as of 3:32 a.m. EDT, while U.S. October crude was up $1.22 to $85.66 a barrel.

"It could take months before oil can start to flow again from Libya," said John Vautrain, a director at energy consulting firm Purvin & Gertz.

"I think there was a lot of euphoria on Monday. But the whole country is not completely pacified yet and we don't have an organized government. A lot is lacking."

A son of Muammar Gaddafi -- who rebels said they had captured -- appeared with cheering supporters in Tripoli, giving a boost to forces loyal to the veteran leader. The whereabouts of his father remained a mystery.

Libya would be able to restart some oil output in a few months, the country's former top oil official said on Monday. But it would take as long as 18 months to reach the pre-war level, Shokri Ghamen said.

Before the conflict, the country pumped around 1.6 million barrels per day (bpd), nearly two percent of global output.

Most of Libya's high quality crude went to European refiners. The prospect of an increase in supply of light sweet crude into Europe has led to the spread between Brent and U.S. crude narrowing.

Gaddafi's exit could also usher in a new era of instability for the country, as it is still unknown what the new government will look like, MF Global said in a report.

Questions may linger over whether individuals loyal to Gaddafi would create havoc or sabotage near oil installations, it added. MF Global is expecting the Brent-WTI spread to reach $10 a barrel.

Current Brent's premium to U.S. crude was below $24 a barrel after scaling a record high of $26.69 on Friday.

A fall in U.S. crude stockpiles could lead to a further contraction in the spread. U.S. crude inventories were forecast to have fallen due to lower imports, a preliminary Reuters poll showed on Monday ahead of weekly data.

Four of seven analysts polled expected crude stockpiles dropped in the week to August 19, with the average forecast showing a drawdown of 200,000 barrels.

The latest storm in the Atlantic hurricane season poses no threat to oil operations in the Gulf of Mexico, forecasters said. Irene strengthened into a Category 2 hurricane as it swept north of the Dominican Republic on Monday.

CONFIDENCE LEVEL IMPROVED

Investors' confidence may have improved after a senior U.S. Federal Reserve official said the Fed would intervene if the economy weakens and deflation appears.

St. Louis Fed president James Bullard told Japan's Nikkei business daily that he expected stronger growth in the second half of 2011 and going into 2012.

All eyes are now on Fed Chairman Ben Bernanke, who will make a speech on Friday in Jackson Hole, Wyoming, at an annual gathering of policymakers and academics.

"A lot of traders in commodities across the spectrum are looking at this Jackson Hole summit, speculating what is going to happen and what Bernanke's thoughts are," said Ben LeBrun, a Sydney-based markets analyst at CMC Markets.

"Part of his job is to talk up the economy, so I think he is going to try and say something positive. It just depends what is being factored in terms of forward prices."

Recent market turmoil and signs of weaker U.S. growth have boosted expectations Bernanke may raise the prospect of more emergency stimulus for the world's largest economy and top oil importer.

At last year's meeting, Bernanke hinted at what eventually became a $600 billion quantitative easing bond-buying program, known as QE2. But some economists said Bernanke may hold off on aggressive easing plans this year.

DOWNSIDE PERSISTS

Traders are also awaiting European Purchasing Managers' Indices (PMI) due later on Tuesday, while HSBC's China Flash PMI showed its factory sector is likely to slow slightly for a second consecutive month in August as sluggish overseas demand saps new orders.

China's trade outlook faces weak external demand and rising costs and the debt problems of advanced economies would bring challenges to the world's second-largest economy, Minister of Commerce Jiang Yaoping said on Tuesday.

Demand growth from China has driven oil markets for over a decade and is expected to provide the lion's share of the increase in global fuel consumption again in 2011.

Rocket glitch dooms Russian cargo spaceship (Reuters)

MOSCOW/CAPE CANAVERAL, Florida (Reuters) ? An unmanned Russian cargo ship carrying food and fuel to the International Space Station failed to reach orbit and burned up in the atmosphere shortly after launch on Wednesday, potentially affecting staffing of the orbital outpost.

The accident occurred about five minutes after a Russian Progress rocket lifted off from the Baikonur Cosmodrome in Kazakhstan at 9 a.m. EDT, due to an apparent failure of the rocket's upper-stage motor.

A similar system is used on the Russian Soyuz rockets which, since the retirement of NASA's space shuttles last month, are now the sole means to fly crew members to and from the station, a $100 billion project of 16 nations.

A search for the cargo spacecraft's debris was under way in Russia's Siberian Altai region, Russia's Interfax news agency said.

The Russian and U.S. space agencies said the six astronauts aboard the space station had a plentiful supply of food and water.

"We can go several months without a resupply vehicle if that becomes necessary," NASA's space station program manager Mike Suffredini told reporters during a conference call.

But the planned September 22 launch of a new crew to the station could be affected, he added.

"Obviously, this has implications to the (space station) and the crew as well," Suffredini said.

The cargo craft was to carry nearly three tons of supplies, including food, spare parts and fuel to the astronauts aboard the station -- U.S. astronauts Ron Garan and Mike Fossum, Japan's Satoshi Furukawa and Russian cosmonauts Sergei Volkov, Alexander Samokutyayev and mission commander Andrey Borisenko.

LATEST IN SERIES

Problems with the supply mission are rare for the Russian space program, which has flown more than 40 previous Progress cargo flights to the station.

But it was the latest in a series of costly botched launches that could fuel worries over reliance on Russia as the only means to ferry astronauts to and from the space station.

On August 17, a multimillion-dollar communications satellite was placed in an incorrect orbit, apparently due to an upper-stage motor failure. That prompted Russia to ground its chief Proton-M rocket for commercial and military launches.

An investigation into the cargo ship accident is under way. If the issue is not resolved within a few weeks, NASA and its partners would have to decide whether or not to fly three of the station crew members home as planned, or extend their mission beyond six months.

The length of the missions is determined by crew health concerns and by the on-orbit lifespan of the Soyuz ships that are docked at the station and are used to fly the crew home.

"I was disappointed that we'd lost the spacecraft, but frankly I think we'll sort this one out and get to flying again," Suffredini said.

He said he does not believe the motor used in the failed Russian satellite launch is related to the one used on the Progress rocket.

NASA staged its final shuttle mission in July to stock the space station with a year's worth of supplies, hoping to tide over the outpost until newly hired commercial firms begin operations next year.

In addition to Russia, Europe and Japan fly freighters to the station. NASA has hired commercial resuppliers Space Exploration Technologies and Orbital Sciences Corp to fly U.S. cargo to the station.
